GOOGLE ADS CONVERSION TRACKING, WITHOUT A DEVELOPER.
Running ads without conversion tracking means Google is optimizing blind and you're guessing at what's actually working. None of the setup below requires writing custom code — Google Tag Manager and call forwarding cover the two things most small businesses need to track: form submissions and phone calls.
WHAT CHANGED RECENTLY
- Google Ads now shows a "data strength" rating per conversion action — a reminder that thin or inconsistent conversion data is visible to you, not just to Google.
- Conversion lift measurement moved to self-service for more accounts — useful once basic tracking is already solid.
This guide covers what stays true. The blog tracks the changes as they land.
WHY TRACKING COMES FIRST
Google Ads' own help centre describes conversion tracking as the tool that shows what happens after someone clicks an ad — a purchase, a call, a sign-up, a form fill.1 Without it, Smart Bidding strategies have nothing to optimize toward, because Google Ads bids using the conversion data you give it.12
For a service business, the two conversions that usually matter most are a phone call and a contact-form submission. Both can be set up without a developer, using tools Google Ads provides directly.
THE GOOGLE TAG AND GTM
Google Ads uses a single piece of code, the Google tag, placed on every page of the site; conversion actions then use this tag to record specific events.3 Google's documentation recommends installing it through Google Tag Manager (GTM) rather than editing page code directly, because GTM lets you add and adjust tags through a web interface after the container snippet is installed once.4
Most website builders and platforms (WordPress, Shopify, Wix, Squarespace) have a dedicated field for a GTM container ID or a header-script option, so the one-time container install is usually a copy-paste step, not custom development.4
THE SETUP, STEP BY STEP
| Step | How | Watch out |
|---|---|---|
| Install the Google tag | Create a Google Tag Manager container, add the Google Ads conversion linker and conversion tags inside it, then paste the one GTM snippet into the site [3][4] | The tag only needs to be installed once; new conversion actions reuse it [3] |
| Create a form-submit conversion | In Google Ads, add a new "Website" conversion action and fire it on the thank-you/confirmation page URL that loads after a successful submit [1] | Firing it on the form page itself (not the confirmation page) counts every visit, not every submission |
| Create a call conversion | Turn on call conversion tracking in Google Ads; it inserts a Google forwarding number that swaps in automatically on ads and call-tracked site buttons [5] | The forwarding number only appears to visitors who came through tracked placements, not to every visitor [5] |
| Preview before publishing | Use Tag Assistant to check the tag fires correctly on a test conversion before relying on the data [4] | A tag that looks installed but never fires produces a conversion action stuck at zero |
| Watch the status column | The Conversions page in Google Ads flags each action as recording, inactive, or needing attention [1] | "No recent conversions" after a few days usually means the tag or the trigger condition is wrong, not that nobody converted |
Google Ads' interface and GTM's menus change over time. Check the linked help pages for the current version.
CHECKING IT ACTUALLY WORKS
- Use Tag Assistant. Google's own debugging tool previews tags on a live page before you trust the data.4
- Submit a real test conversion. Fill out your own form or call your own tracked number and confirm it shows up in Google Ads within the expected delay.
- Check the data strength indicator. Google Ads rates each conversion action's data strength and flags gaps such as missing enhanced conversions.6
- Re-check after any site redesign. A new website build can silently drop the GTM container or change the thank-you page URL a conversion action relies on.
Conversion tracking feeds everything else in the account — our Google Ads for local business guide covers the campaign side, and GA4 setup covers the analytics side of the same tag.
BEYOND BASIC TRACKING
Once phone and form conversions are recording reliably, the next practical step most small businesses skip is enhanced conversions, which lets the Google tag send hashed first-party data (such as a submitted email or phone number) alongside the conversion, helping Google Ads match conversions that would otherwise be missed due to cookie limits or cross-device behavior.6 Enabling it is a setting inside each conversion action, not a separate code build.
It's worth resisting the urge to add every possible conversion action at once. A handful of conversions that fire reliably and map to something real — a call, a form, a booking — is more useful to Smart Bidding than a long list of actions nobody checks, several of which are quietly broken.
If the business also runs a Google Business Profile, it's worth keeping the two systems' numbers honest against each other: a sudden jump in Ads-reported calls with no matching change in profile calls or actual bookings is usually a tracking setup problem, not a traffic win.
FAQ
Do I need a developer to set up Google Ads conversion tracking?
Not for the most common cases. Google Ads can place its own site-wide tag through Google Tag Manager without editing site code line by line, and phone-call conversion tracking can run through a forwarding number with no code changes at all.345
What's the difference between a conversion action and the Google tag?
The Google tag is the one piece of code that goes on every page. A conversion action is the specific event you define in Google Ads, such as a form submit or a call, that the tag or an event snippet reports back to Google Ads.13
How do I know if conversion tracking is actually working?
Google Ads Tag Assistant lets you preview and debug tags before they go live, and the Conversions page in Google Ads shows a status column for each conversion action.14
Can I track phone calls as conversions without a developer?
Yes. Google Ads offers call conversion tracking using a forwarding number inserted automatically into ads and website call buttons, which does not require editing the site's existing phone number in code.5
